The 'residents or citizens are the atoms of the game. They live in residential buildings, work in the city’s companies, and shop in its stores. The happier they are, the better they work. Citizens vote for political parties on the basis of their satisfaction with the different aspects of their lives. Each citizen has a gender, social class, and age group that determine his or her individual demand for six needs.
Those six needs – the Wheel of Life – are Fun, Social Life, Personal Growth, Health, Safety, and Physical Environment. Municipal services, institutions, and infrastructures offer these services, but citizens can also acquire them by shopping with related businesses. The higher the citizens’ tax rate, the less cash citizens have to shop with, but the more services you can provide to everyone.
