A party profile in the City Council.

Political parties are the backbone of politics in your city, representing its citizens in the City Council. Managing the parties and coercing them to support the measures you want passed is a crucial element of surviving in the cutthroat world of Urban Empire.

Like in real life, parties represent the voters in your city and their desires in the council. Almost every major action you take has to be voted on by the Council and the parties that sin in it, from districts zoning, through taxation, to edicts.

Parties are represented by several statistics:

  • Council members: The number of votes a party has in the council. Naturally, the more members a party has, the more power it has and the more you need to accommodate it and its policies. Of course, neglecting weak parties is a poor idea, as society is fickle and a major scandal can cause voter to switch parties, upending the cart.
  • Discipline: Any modifiers that apply to voting in the council and affect your ability to sway party members.
  • Party values: Determines the party's priorities. A party that focuses on Security, for example, will happily back districts and services that increase that statistic, but oppose measures that lower it.
  • Current support: Shows how popular the party is among the five groups that make up the citizenry (lower class, students, working class, middle class, and elites). Useful when passing long term measures that can affect the population.
  • Important edicts: Edicts the party desires to see enacted in the city and which it will back. Usually aligned with the general party stance.
  • Party relations: Divided into three sections, indication support, neutrality, and opposition. This affects voting, as parties can oppose measures simply because their opponent favors them and vice versa.
  • Goodwill: The amount of support you can expect from the party. Passing measures they support increases good will, while appealing to parties to gain their support reduces it.

Notably, good relations with parties will also grant you the benefit of them appealing to other parties in your name if they strongly support a measure and have positive goodwill with you. Maintaining long term relationships is important.
